The Fiscal Constraint internal tab is the first tab to open when the user enters the Budgets interface. The Fiscal Constraint internal tab contains the budget for each funding record per year. As projects get funded through the life of the STIP, the total values programmed for a particular funding record are compared to its corresponding budget. This allows the user to ensure that fiscal constraint for the year is being met. Although this tab is only editable by users with permissions, it can be viewed by all users.
Filters
To filter the Fiscal Constraint tab, the three picklists at the top of the tab can be utilized. These fields allow the user to select a STIP, Revision No., and Year to alter the displayed data. Once a user has selected values, the system will automatically update the table's data.
Fiscal Constraint Table
Funding records in the Fiscal Constraint table are grouped by Agency (RIDOT, RIPTA), Funding Source (Highway, Transit), then Funding Type (Federal, State, Other). Subtotals are provided for each section and an overall total of all Funding Sources is shown at the bottom of the table in the last row. The table header row and the Total row will remain static, so they are visible to the user at all times.
There are seven columns on the table:

| Funding Category | This field includes a unique description of the Agency and/or Funding Category created through the Add New functionality. |
| Apportionment Funds | This field contains the apportionment for the particular funding category. For Agency and Total rows, this column is automatically calculated by the system. |
| Estimated Carryover | This field can be used to enter the estimated carryover for the 1st year in the STIP window when the application goes live. The remaining years will be automatically calculated using the value in the previous year’s Estimated Balance Remaining column. The user has the option to select the checkbox to the left of the Carryover amount and override the calculated value. For the initial year, this checkbox is selected and disabled. |
| Estimated Transfer | This field can be used to enter negative or positive numbers to indicate a transfer of funds. The total for this column must equal 0 prior to the user being able to save. |
| Total Funding Available | This field is read-only and automatically calculated by the system using the following formula: Apportionment of Funds + Estimated Carryover + Estimated Transfer. |
| Programmed Amount | This field is read-only and automatically calculated using the associated programmed funds for all projects matching the STIP, Year, and Funding Category. |
| Estimated Balance Remaining | This field is read-only and automatically calculated by the system using the following formula: Total Funding Available – Programmed Amount. |
Edit
For those with permissions, the Fiscal Constraint tab can be edited by clicking into the desired row. Once selected, the Apportionment of Funds, Estimated Carryover, and Estimated Transfer fields will be editable. These fields are textboxes that can be used to type in a new value. If a new value is entered, the user can save it by selecting the "Save Changes" button or revert the fields to their former value by selecting the "Discard Changes" button.

Source Comparison
The user can access the Source Comparison link at the bottom left of the interface.
When the user selects the link, a pop-up interface formatted like the Source Comparison standard report will be displayed. The "New Sources" section reflects the Total Funding Available amount in the currently selected revision. The "Former Sources" section reflects the Total Funding Available amount in the prior revision. Privileged users can edit the "Comments" column of this tab if desired. To save the comments, the "Save Changes" button can be selected; to revert the field to its former state, the "Discard Changes" button can be selected.

There are three other controls on this interface:

| View Pie Chart | Open a pop-up window with a "Funding By Agency" pie chart. The chart will be generated using the current STIP, Revision, and Year values displayed on the screen. |
