The Create New STIP interface allows a STIP Administrator to make the Active STIP a historical copy and create a new 10 Year STIP window. While RIDOA typically creates this new STIP window every 4 years, this process can be executed at any point. To access the Create New STIP interface, the "Create New" option can be selected under the Administration icon ().
A new STIP window cannot be created if the current STIP has revisions pending approval; therefore, the "Create New STIP" button will be disabled if pending revisions exist. These revisions must be approved through the Actions interface or withdrawn to either the Pre-Approved or Staging tab to satisfy them.
Once there are no pending revisions, the user will be able to fully use the Create New STIP functionality. There are two controls the user can utilize here:

| Beginning Year | The user can manually enter a year in the format YYYY to begin the new STIP window. This must be a unique value (i.e. no other STIP begins with the same year). Once entered, this value will be used to automatically calculate the Ending Year using this formula: Begin Year + 9 years = End Year. This will make the new STIP a 10-year window. |

Once the new STIP is created, the user will be able to view the new Active and Historical versions of the STIP from any of the modules (Projects, Budgets, and Actions).
