The Staging tab is the first tab in the Actions interface. It serves as the landing page for all pending changes to the STIP.
When selected, the Staging tab displays all projects with pending changes. However, the "Filter" picklist allows the user to narrow the displayed projects to those within a certain Municipality, Program, Funding Type, or STIP ID. The Filter picklist also has a "Show All" option to revert the tab to its original, all projects view. Beside the Filter picklist, a "Changes Only" checkbox will allow the user to showcase only those projects with pending changes.
Projects
Each project listed in the Staging tab is comprised of three sections: Project Header, Funding Table, and Change Table.
Project Header
The Project Header is displayed at the top of each project listing and is composed of the STIP ID, Name, and Funding Agency.

| STIP ID | The unique identifier for the STIP project as shown on the Detail tab. The STIP ID is also a link which allows the user to view the associated general and asset data. |
| Name | The name for the STIP project as shown on the Detail tab. This may be truncated due to space; however, the user can hover over the name to see the full value. |
| Funding Agency | The Agency (RIDOT/RIPTA) for the project as shown on the Detail tab. |
To show only the hand-selected projects on the Staging tab, the user can click each desired checkbox beside the Project Header, then select "Show Selected Only". To re-display all projects related to the Filters, the "Show All" button can be selected (under "Show Selected Only").
Funding Table
Each project also displays a Project Funding Table directly below the Project Header. This table includes all funding lines for a project, providing a full view across the ten-year STIP window. For new projects, this funding table will be blank and will allow the user to enter funding information in this interface without having to navigate back to the Projects interface.
Each funding line has the following components:

| Checkbox | This checkbox allows the user to mark a funding line for deletion. Once selected, the user can click the "Save Changes" button to solidify the deletion. |
| Phase | This is a picklist of the abbreviated values in the Phase code list. The available values are Design (DGN), Construction (CON), and Other (OTH). |
| Program | This is a picklist of the available Programs related to the Agency defined for the project. |
| Funding | This field contains the abbreviation for all funding applicable to the selected Agency. |
| STIP Window Years | These fields will contain the amounts programmed for the specified year. The first year column will be the first year of the STIP window by default. The user is allowed to view previous and future years by selecting the arrows to the left and right of the year columns. Only current and future years can be modified; previous years are listed for historical purposes. |
| Total | This field will be the sum of all programmed amounts for the funding line item within the selected STIP window; read-only. |
There are also some link controls under the table:
| Link | Description |
| Add New | This link is used to add a new funding line to the bottom of the table. The Phase, Funding, and Years column values can be edited for this new row. |
| Delete Project | This link is used to delete the entire project in one click. |
| Change Comments | This link is used to enter comments for the requested changes. This comment remains associated to the project throughout the approval process and will be included in the Revisions Summary report. Only one comment can be associated to a project, so previous comments related to the comment must be revised or removed to add a comment here. |
Change Table
The Project Change Table is displayed below the Funding table and identifies all of the pending changes associated with the project.
This table has these columns:

| Value Changed | Identifies which project data element has changed. |
| Former Value | Identifies the value of the data element prior to the change. |
| New Value | Identifies the value of the data element after the change. |
| Date of Change | Identifies the date the change was made. |
| Requested By | Identifies which user made the change. |
| Type | Identifies the type of change, either Major Amendment, Minor Amendment, Administrative Adjustment, or No Action Adjustment. Double-clicking a row in the table will display the Rules table and highlight the specific rule that determined the Change Type. |

Identifies what action should be performed on the change, either Submit for Approval, Accept Without Approval, or Withdraw.

Other Controls
There are some other controls offered on this interface, namely the Fiscal Constraint and Program Targets links, Action to Take for All picklist, Refresh from Bundle button, and the Submit for Approval button.
Fiscal Constraint and Program Targets Link
As funding for projects is modified, the user can select the Fiscal Constraint and Program Targets links to see the effect of the changes on the total budgets.
When the Fiscal Constraint link is selected, the user will be able to view a table that includes any funding category with pending changes by Year for the first four constrained years of the STIP. Each Year will have a Summary line and will be defined by the Total Funding Available, Programmed Amount, Net Changes, and Estimated Balance Remaining columns. A static Total row will compose the base of the pop-up, showing the total of all funding for the first four constrained years of the STIP, regardless of whether the funding has pending changes.
When the Program Targets link is selected, the user will be able to view a table that includes any Program with pending changes by Year for the first four constrained years of the STIP. Each Year will have a Summary line and will be defined by the Proposed Budget, Programmed Amount, Net Changes, and Estimated Balance Remaining columns. A static Total row will compose the base of the pop-up, showing the total of all programs for the first four constrained years of the STIP, regardless of whether the program has pending changes.
Action to Take for All
The "Action to take for all" picklist will update the Action picklist for all displayed projects with a currently blank status. This allows the user to quickly bulk update all blank Actions rather than selecting them one at a time.
Refresh From Bundle
Many projects and their associated information are retrieved from the RIDOT Project Bundler application. To update the information gathered from this source, the "Refresh from Bundler" button can be selected. This will trigger the appearance of a pop-up window.
The filters at the top of the pop-up will determine what projects are evaluated for changes within the Project Bundler application. Once these filters are filled, the "Search" button can be selected to show data that can be refreshed. The checkboxes to the far left of each row can be clicked to enact the refresh. A refresh can identify new projects in the Project Bundler application that do not currently exist within STIP Manager, identify projects in STIP Manager that no longer exist within the Project Bundler application, and identify attribute/asset changes between existing Project Bundler and STIP Manager projects.
Submit for Approval
When the "Submit for Approval" button is selected, all project changes with an Action of "Submit for Approval" will be processed. Once clicked, a confirmation window will appear allowing the user to review the projects being submitted along with the associated comments. All fields within the Submit Package window are read-only, except the Package Name and Comments. After the projects are reviewed and ready for submission, the "Submit Package" button will place them on the Pre-Approved tab and assign them a "Package Type" using the highest order of Change Type included in the package.
